It's pretty easy to install a new version of Buildbot manually, even
without root access.  Harder to do so for a new version of Python.  So
there are organizational / political reasons for not running the
latest and greatest Python.

Pragmatically, it's the world our software is deployed in, so we need
to respect it where doing so doesn't significantly burden Buildbot.
