Indeed.  As I said in my release email for 0.8.4, I'm aiming for 80%
coverage in 0.8.5.  Among other things, that means testing the steps.

If you're interested in helping, jump onboard!  I just committed a
testing framework plus some basic tests
(master/buildbot/test/unit/test_steps_shell.py).
