Yes I've stopped and started it... I'll try a full reboot now as well.

Have you restarted the buildslave to pick up the new PATH?  I don't really understand how environment variables work on Windows, but on POSIX systems they're inherited from the parent process, so a change isn't effective in already-running processes.
