I've considered it, and here's my position:

I'm a strong proponent of keeping communities together, rather than
providing many venues, each of which contains only a subset of the
entire community.  This becomes impractical when the volume in any one
of those venues becomes overwhelming, at which point a careful split
needs to be made.

This list is sufficiently low-volume that it works for both
development and users.  That it's named buildbot-devel is sort of a
historical accident, and the costs of renaming it (losing a lot of
subscribers) outweigh the benefits.
