There's a file of that name in the master's contrib/:
  master/contrib/windows/buildbot_service.py

Perhaps that just needs minor adaptation and to be copied to the
slave's contrib/ directory?  Even so, the file is not ordinarily
included in the egg.

A fix would be great, even if it's just copying that file over.
