Well, what is the right approach then?  This is annoying for us as
well.

IMHO, it *should* be done in buildbot, because that's the place to
configure/store the information that multiple builders are in some way
related.

It seems like we if we associated a MailNotifier with a Scheduler, not
a builder, it would have the info it needs to do what we want.
