Yes, there are a number of people who *won't* use JS.

Really, in this day and age, that's like saying "but I don't want to
buy a color monitor, and your site looks terrible in amber-on-black!"
Firefox has supported JavaScript for .. a very very long time.  And
it's free!

So, with all the curmudgeon-hugging love in my heart, I consider the
non-JS user-base 100% negligible.
