[Buildbot-devel] VCS polling question

Pollers (and other change sources) generate Changes. Changes are then passed
to all registered schedulers (or at least, those that are based on changes,
as opposed to those that are based on timing/triggering), and each Scheduler
individually decides whether or not it should pay attention to the change.
This is generally determined via the change_filter function which is passed
to the Scheduler during creation. See here for more details:
