Sure: http://buildbot.net/trac/ticket/916 - i was unable to set the Version
to 0.8.1 since I guess it's not been setup in Trac?

The normal process (at least for Debian/Ubuntu) is for there to be a source
tarball which contains everything in the "release". Essentially, this then
has packaging bits added to it (a debian directory) which define how the
files in the release are installed onto the target system.

At the moment my immediate concern is to package this up for internal usage,
but I hope to get it in a good enough state to contribute back to
Debian/Ubuntu so that the next release of Ubuntu gets a recent version of
Buildbot out of the box.
