I just remembered that I think the old Twisted wart might be responsible 
for some problems here. The issue is, IIRC, that Twisted doesn't shut 
down process trees on Windows properly.

This has been up on this list before, and did get some attention just 
before christmas, by Ben Hearsum.

That patch did help me to run a real setup some years ago, but I haven't 
been needing it on current setup yet. I don't know if it helps with the 
tests, but all those "cant create basedir" seems to indicate that there 
are left-over processes still running.
