[Buildbot-devel] Increase Twisted Requirement?

I am using Buildbot 0.7.10p1 alongside Twisted 8.2.0, and have no
incompatibilities.  I wouldn't think bumping the requirement to 8.1.0 would
cause anybody any grief.
