As Charles already said, you can overwrite that behaviour in current
buildbots, though you need .10 or .11 for that.

docs, even.

Btw, AFAICT, tree stable timers don't cut it as BuildRequest's are merged at
the time the Build is started, so all changes that came in until we have
another slave available are packed into one build by default.
