[Buildbot-devel] Missing Force Build Button

I've had the Force Build button disabled almost since forever
(html.WebStatus(http_port=8010, allowForce=False) in master.cfg) but decided
to enable it today.  I set allowForce=True and restarted the master, but
there's no button on the builder/$BUILDERNAME page.  I've stopped and
started the master (as opposed to restart), and stopped and started a slave
(not that I really expected that to help), all to no avail.
I'm sure I'm missing something trivial here, so please make me feel silly.
