OO, oo, I have an opinion!  I just fixed bug #592
(http://buildbot.net/trac/ticket/592), and bugs 430 and 101 are also
related.

I think we should consider overhauling this revision-handling code:
everything from Changes on through to SourceStamps and BuildSets.
Since there are lots of implicit assumptions in this code, and at
least two incorrect claims (regarding alwaysUseLatest actually being
functional, and regarding CVS's checkoutDelay), this is nearly
guaranteed to represent a behavior change (from "unknown but you
probably depended on it being broken" to "known"), meaning it will
break existing installations.

Does anyone see a good way to navigate these waters?
