It's only testing master, and it did in fact catch the bug (which is,
like 99% of the test failures we see in buildbot, a bug in the test,
not in buildbot).  The issue was that I merged the fix to the release
branch, but it wasn't broken there.

I'm tempted to eviscerate the buildbot tests -- they really have
almost exclusively caused pain and not profit, and are written in a
way that pretends to know way too much about the innards of buildbot.
They uses way too much of the buildbot infrastructure (look at how
many times the buildmaster gets started), and are timing-sensitive in
too many ways.

If I got useful data back from the tests, I would love them.  But as
it is, they just make the metabuildbot show red all over the place
when in fact it's perfectly functional.
