Can you tell if it gets turned into a BuildRequest?  Is that
BuildRequest queued with a builder?  What does the builder do with it?

Try adding some 'print' statements throughout the relevant pieces of
code (buildbot/buildset.py, buildbot/process/base.py,
buildbot/process/builder.py) to see where things go wrong.
