There is also a system-wide hgrc in /etc/mercurial on unixy systems (at
least, I've got one in cygwin.)
Which Mercurial version are you running?
Also, can you run the test-suite locally on that slave and see what
happens? (i.e. 'trial.py buildbot.test.test_vc.Mercurial')
