.. create a sufficently complete test environment that tests all the 
parts where builds are in progress/partially failed, etc etc.

I'm hoping that with Brian's DB stuff, we might be able to more easily 
create and use test data.

Also, I'm running on Windows where many tests fail anyway, so the state 
of things might be a bit flaky.
