I submitted a pull request to Dustin for this feature but I suspect we'd
need a few people to comment that this would be a useful feature for them
before Dustin takes a look at the patch.

At a minimum, I'd like to get my edits into words.py so that I can have
my hooks into IRC to extend it with each new buildbot release.  This patch 
would mean anyone can add commands to IRC for they're own special purposes.
