[Buildbot-devel] Accessing a Builder queue

I've gone with allocating requests their own number instead.  It doesn't get
persisted which means that it resets to 0 when a master is
restarted/reconfigured.  If we decide to persist the build queue, we''ll
also need to persist the nextRequestNumber.

There are no tests as yet, but once I've created those (and updated the
docs), I'll see if I can work out how to commit the change back upstream to
repo.or.cz (help appreciated on this - my first time with git)

I don't intend doing anything else on #99 for v1.0 (unless anyone has any
burning desires) - my other change to prioritize builds would benefit from
other changes in this area, but I think those should be post 1.0.
