It looks like basically the best approach is to create a CVSPoller in the same vein as SVNPoller.

Thanks for the link, it should provide a good insight to what options to put into CVSPoller to make it as useful as possible.

Would a CVSPoller class be useful to other people as well? If so, I'll look to post an idea on how I think it should function before coding it.
