Over on the irc.perl.org #parrot channel there has been a suggestion  
that we get the bot to announce only *transitions*, from passing- 
 >failing and failing->passing

This seems like a Good Idea - something all the notifiers could use.  
MailNotifer already has passing->failing.

(Also, I'm running 0.7.5 and need to upgrade - i chose 0.7.5 because  
there was an rpm for it availabel via redhat's yum system.)
