[Buildbot-devel] upcoming release plan: freeze 9/5, release 9/12

So it's the end of the month, and I claimed that we'd do the next release about
now. So here's the plan:

 * feature freeze in one week, on 9/5
 * cut the release one week later, on 9/12

Let's use trac tickets to organize the question of what work is ready to go in:
add a keyword of "review" to any ticket that has a patch that you think is
good enough to get applied. I'll pay special attention to those patches.
Tickets that are still in the discussion or need-to-add-docs-or-tests phase
should not get the 'review' keyword quiet yet. I'll try to figure out how
to add a trac view-tickets Report that will show the ones that are ready for
review.
