IIRC, the blamelist-stuff is 'work in progress' according to the manual, 
  so it doesn't work to it's full potential at the moment,

Here, We just e-mail everyone (~20 developers), and tell people to 
filter their email if they find it annoying. There's been some 
grumbling, but I've told them they'll have to wait for the perfect solution.
