[Buildbot-devel] Add timing details to build and step reports

I've just created and attached a patch to resolve ticket #331.

The patch creates new sections in the pages showing details of a build and a
step including the start time, end time and elapsed time.  I don't know
whether this would be useful information for anyone else, but we're trying
hard to reduce the run time of our tests and this will help us.
