[Buildbot-devel] Buildbot 1.0: The Shimmering Vision

If all I've changed is the build config, then yes a reconfig will do the
trick, but I'm trying to upgrade bb from 0.7.6 to 0.7.8 and this will
require shutting everything down cleanly, and then restarting with the new
code.
