Did you do a full stop/start cycle after patching? (I am not sure if a
reconfig is sufficient.)

Also, the "stop builder" field is only on the active build page - not
the page for the builder itself. If build 123 is in progress, it would
be at the top of the page for the URL ending in
"/builders/<buildername>/builds/123.
