[Buildbot-devel] CVSPolledSource implementation

Could I get some windows heads to code-review this?  I'm pretty sure  
my PWD hack to get the cvs command to work is crummy.
I'd rather fix these issues now, instead of 6 months from now when I  
don't remember how this stuff works :)
