I'm wondering if we want to use changes for that. I have no idea what
would break if we'd just kick off buildrequests from a scheduler
directly, and to have the scheduler do stuff like poll for new builds.

Maybe changes should just be one kind of event to trigger a process,
rather than making everything a change.

Just fantasizing.
