You are correct. Buildslaves are mandatory. There is no support to run
ShellCommands or source checkouts or anything on the buildmaster.

Of course, you can always run the buildmaster and a buildslave on the same
machine. In this case, you can create the buildslave to use "localhost" to
get at the buildmaster.
