Yeah, that "build A requires build B to succeed" is the whole purpose of
Dependencies (which are currently misspelled as "Interlocks").

Real "Locks" (or Semaphores or Interlocks or whatever we end up calling them)
will behave the way you want, but they'll be a separate class.
