[Buildbot-devel] filter for FreshCVS source

Hi,

My freshcvs service reports changes for all the modules in the CVS
repository, but a build slave is only interested in one of them. 
Attached is a patch to buildbot.changes.freshcvs adding a filter
parameter to FreshCVSSource, which exposes
cvstoys.actions.pb.Notifiee.setFilter, so the change source only gets
notifications when files matching certain patterns get committed.

(and, um, there's a stupid bug that prevents this from being useful in
the current version of cvstoys.  but we'll fix that real quick like.)
