New description:

 Request:
 Would like to have a changelist when "onlyIfChanged=False & there no
 changes since last build". Currently it just builds current and ignores
 changes.

 Configuration:
 Buildbot 0.8.5. Tested and got same results on 0.8.7p1.

 onlyIfChanged=False
 No changes since last build

 The action here, then, is to flexibly display changes for sourcestamps in
 the UI.
