 I have not investigated source of this issue, but this bug can be
 reproduced on Travis CI Ubuntu installation in VM: [https://travis-
 ci.org/vrutsky/buildbot/jobs/11078161]

 {{{TZ=Europe/Moscow trial buildbot.test}}}

 fails with similar to mine traceback.
