 Well, that's a weird set of timezones to have trouble.  Also, I can't
 reproduce this, at least not with `Europe/Moscow` or
 `America/Argentina/San_Luis`.

 All of the calculations on that date should be done in UTC.  Does that
 time somehow overlap with DST?
