 As long as the `nextBuild` function only differs from the default by
 sometimes returning requests without changes (which only get merged with
 requests with matching versions), then this bug wont be triggered.

 To be clear: I think the current behavior is buggy. I'd like to fix it
 properly, rather than just with a stopgap.
