 Supply values for all columns for buildsets and buildrequests

 The database has default values, but Buildbot should avoid using them
 wherever possible, so this adds explicit values in the Python code.

 This is the second half of the fix to the previous commit, which merely
 fixed the database default values.  Refs #1860.
