#1774: 'buildbot sendchange' should fail if given no filenames

 PBChangeSource requires at least 1 file to be specified for a change to be
 added.  However, it fails silently if no changes are supplied.

 I'm not sure *why* it requires files in the change, so we really have two
 options here:
  1. make sendchange succeed even with no files
  1. make the sendchange command fail with no files

 Thoughts?
