 tests for WithProperties' PropertyMap

 Refs #1011 - that bug states that %(property:-foo)s -> 'None' when
 property is None, but the tests show that is not the case.

 Some of these tests were resuscitated from the old tests:
   v0.7.12:buildbot/test/test_properties.py
