Comment:

 add a flunkOnFailure and haltOnFailure to that step, and you should see
 the behavior you expect.  We've been using !FileUpload at Zmanda for quite
 a while, and had our fair share of such failures.  Since we have these
 additional parameters in place, the builds fail as expected.
