 allow individual control of all web-based actions

 This replaces allowForce=.. and auth=.. with an Authz object, which
 can specify how to handle:
  * gracefulShutdown
  * forceBuild
  * forceAllBuilds
  * stopBuild
  * stopAllBuilds
  * pingBuilder
  * cancelPendingBuild

 fixes #701
