Comment(by mhagger):

 When I saw the errors, I had been reconfiguring a running the buildmaster
 (kill -HUP).  I just stopped and restarted the buildmaster, and so far I
 haven't seen the error again.  So maybe the bug is triggered by a problem
 with reconfiguration.
