 Due to the fact that reconfigService is only called when there is a change
 in the worker configuration, and that the worker re-configuration is the
 one responsible of storing builder->worker assignment in db, then the db
 will not be updated if somebody adds a worker to a builder, or create a
 new builder, and then only reconfig.
