 @dustin, lets merge https://github.com/buildbot/buildbot/pull/2014 that
 handles maximum depth.
 Is depth 4 is good enough?

 That PR doesn't handle (IMO) issue that for some chapters no numbering
 should be applied (e.g. for release notes).

 We should investigate how numbering can be disabled for specific TOC
 subtree.
