 I found https://github.com/ansible/ansible/issues/13745 which was closed
 as a duplicate of https://github.com/ansible/ansible/issues/13882.

 This appears to be fixed in latest 2.x version of Ansible. Another option
 is to set `ansible_shell_type=csh` for all hosts. Since everything is run
 using localhost, that isn't terrible but could be problematic when moving
 to users that do not have csh as their shell. FreeBSD defaults root to
 tcsh but everyone else to ash.

 I'm going to try upgrading ansible on docs only.
