#3547: get rid of public_html

Comment (by rutsky):
Arguments against removing of `public_html` support (as a directory which
is served by Buildbot master):
1. If some 0.8 users use it this will add additional pain for them during
transition to 0.9. They will not need "just update configs", but also
change their infra (add third party web server).
2. It should be pretty easy to support serving of `public_html` in
Buildbot. I even assume that for some users easier will be to add
`public_html` support back to Buildbot (maybe as plugin), instead of
setting up web server.
3. Currently master already serves it's WWW UI, I don't see any serious
limitations of serving other directory too (sure nginx may work better).
