 Hello,

 On Fedora 23, I use virtualenv-3.4 to create a new virtual env and then
 proceed to install buildbot 0.9 with
 $ pip install buildbot==0.9.0rc1

 All hell breaks loose because we are missing mock and buildbot_pkg.

 Why are these not automatically installed if they are hard dependencies?
