 You asked about my use case in #3366:

 We want to run a number of builds for a given commit. Sometimes we want to
 rerun just one or two of those builds for a particular commit; for
 example, if one of the builds spuriously fails (perhaps the worker ran out
 of disk space) then we want to redo only that build for this commit. The
 category or properties seemed like the natural place to record what builds
 we want to happen for the change.
