 I'm not 100% certain if it's a failure to include or intentional. However,
 there are a TON of tests that depend on that module existing. This leads
 to a bunch of failures when trying to run the tests. This can be a problem
 for certain package managers (i.e. Nix:
 https://github.com/NixOS/nixpkgs/pull/17699#discussion_r74782386) which
 build from source and run tests in the process.
