#3316: rework mq configuration to be BuildbotService compatible

 For now, mq is configured via a dictionary, and thus should use
 reconfigureServiceWithBuildbotConfig, and cannot be translated to
 BuildbotService

 This should be reworked.

 Compatibility layer might be necessary, i.e convert old config to new
 config
